GHS implementation impact on Consumer Products Sector - case studies
APEC Chemical Dialogue, Consumer Products Working Group
The APEC Chemical Dialogue established a Consumer Products Working Group with the aim of distilling information on GHS that is relevant for consumer products and to share this with the APEC CD Member Economies, particularly those Economies contemplating GHS implementation for the Consumer Products sector. The United Nations document Globally Harmonized System of Classification and Labelling of Chemicals (GHS) contains a small section on consumer products with the main focus of the GHS is on hazard communication for workplace chemicals. The Consumer Products Working Group has complied case studies of different approaches taken by APEC Economies in implementing or considering implementing GHS for the consumer products sector. The aim of the exercise is to aid APEC Economies in their consideration of GHS implementation for this sector, and to learn from each other’s’ experiences.
These case studies have been provided by individual organisations within the economy. The Australian case study (Case Study 1) analyses the negotiation of the fine line between different regulatory regimes and explores different solutions. The New Zealand case study (Case Study 2) deals with the age old problem of too much work and not enough resources and finds a pragmatic and innovative solution. One of the Japanese case studies (Case Study 3) delves into the hazard vs risk labelling dilemma for consumer products while the other case study (Case Study 4) tracks the impact of limited GHS implementation on consumers.
