2011 Chinese Taipei Second Stage 1,089 Substances for GHS Compliance Due Dec 31, 2011

In early January, 2011, the second stage of GHS implementation came into force. A list of 1,089 chemicals was published by the Council of Labor Affairs (CLA) based on the 3-year Interagency GHS Implement Plan. Mandatory compliance of GHS for the 1,089 hazardous chemical substances on the list and their mixtures are required  in accordance with the Regulation of Labelling and Hazard Communication of Dangerous and Harmful Materials. The deadline for the compliance of the second stage chemical substances and their mixtures is December 31, 2011.  Full GHS implementation by the end of 2015 is planned for workplace according to the CLA.

It should also be noted that according to the EPA’s Toxic Chemical Substance Control Act (TCSCA), Class1-Class3 toxic chemical substances and their mixtures are required for GHS compliance. The Environmental Protection Administration (EPA) is currently in the process of amending the TCSCA for inclusion of Class 4 toxic chemical substances for GHS compliance.
